Description (partial)

Symptom:
User sees twice on two different systems after a genuine site scheduled power outage and true PowerOn that the ISR1K reports Reload by Command, not PowerOn even thought the router was powered down and not possible for anyone to have logged in or issued a Reload command either from VTY or CONSOLE.

System returned to ROM by Reload Command
System restarted at 09:55:31 UTC Wed Apr 15 2020

Conditions:
Upgraded to latest 16.6 release and upgraded ROMMON (Like described in CSCvc81806), to get a proper core/crashfile.

Within days of pushing updates to 100+ routers both ISR4K and ISR1K platforms are expressing a new Silent Reload with erroneous error cause 'Reload by command".

Now discovering that true PowerOn events are incorrectly showing Reload by command.
