Symptom:
User is unable to configure ACL on SNMPv3 user

Conditions:
Pushing SNMPv3 user config works correctly but error is thrown when pushing SNMPv3 user with ACL such as: snmp-server user snmpuser VIPTELA-GROUP v3 encrypted auth md5 DD:7C:01:BD:1E:EC:78:DB:E0:23:FE:02:83:F1:7D:B2 access 50
