Cisco Bug: CSCvu03979 - vManage is showing Interface stats with more than 4 hours of Delay

Description (partial)

Symptom:
vEDGEs are creating stats as normal under the following directory -> /tmp/xml/ nonethelss when Customer tries to see the Interface stats on Monitor - Network Dashboard, Stats are not comming up under 1h, 3h, 6h & 12h option with the correct time correlation, they looks like to have a delay of 4 hours. Stats in Real Time option works good.

Conditions:
vManage Cluster -> code version 18.3.5
vEDGEs -> 18.3.5
vEDGEs are indeed creating stats under the directory /tmp/xml/.
