Description (partial)

Symptom:
In some cases, load balancing could assign a Transmit Channel Set without an OFDMA channel to a modem capable of using an operational and available OFDMA channel.

Conditions:
The configuration of bonding groups for a particular Mac Domain is executed in such a way that an SC-QAM only Transmit Channel Set is available for selection with more channels than the Transmit Channel Set including the OFDMA channel. For example, if the following is available:

TCS1: SC-QAM0, SC-QAM1, SC-QAM2, SC-QAM3
TCS2: SC-QAM0, SC-QAM1, SC-QAM2, OFDMA6

TCS1 may be assigned to the modem.
