Description (partial)

Symptom:
On transit VTEPs classification/queuing applied ingress is not honored, and lands on default queue for egress queueing instead of the expected group.  Discrepancy seen under the 'show queuing' outputs.

Conditions:
Only applies to transit VTEPs, no issues with end to end traffic, packet marking are preserved for inner and outer headers.
Only applies to VXLAN encapsulated traffic, no issues with non-encapsulated traffic
Issue specific to 9.2.(X) code, issue not perceived on 7.0(3)I7(X) or 9.3(X)
