Description (partial)

Symptom:
After upgrading a C9200 device via DNAC 1.3.3, 100% CPU usage on exactly one core of the device is seen due to the "install_engine" process.

The core which has 100% usage will change over time and has been seen on cores 1 through 3 but not on core 0.

The issue is not deterministic and has been seen in <10% of upgrade scenarios (even when following the exact same steps).

On devices where normal upgrade occurs, process install_engine is not seen after the upgrade reload.

Conditions:
Upgrading a Catalyst 9200 device via DNAC 1.3.3. 

So far issue was seen when upgrading from 16.11.1 to 16.12.2 and from 16.12.2 to 16.12.3
