Description (partial)

Symptom:
A Nexus 7000 Series Switch with M2 Line Cards will not place received LACP PDUs into the strict priority queue when the ingress port channel is L3.  The PDUs will instead be placed in the default queue.  Under heavy congestion scenarios, this could lead to LACP PDU loss on ingress ports.
