Description (partial)

Symptom:
A bundle-ether interface may not come to an UP state

Conditions:
This may occur on an NCS5500 router running IOS XR software under the following symptoms:
Moving a 100G physical interface from BEx to BEy, then move the same 100G physical interface back to BEx

LACPDUs are not being received from the partner 100G physical interface and  BEx bundle interface will not come to an UP state operationally
