Description (partial)

Symptom:
BFD sessions go down following spine switch reload. They stay down until VPC-DI sees packet from neighbor or a manual ping to neighbor is initiated.

Conditions:
Problem is only present in VPC-DI systems with shared subnet configurations. Problem is triggered by spine switch reload.
