Description (partial)

Symptom:
Configuration of Syslog in Admin Workplace seems to be effective only after a reboot of the SSM On-Prem. Syslog messages will not be received until a reboot takes place.

Conditions:
To reproduce this issue, follow these steps:
1. Install an SSM On-Prem 7-202001 instance.
2. Configure Syslog messages in SSM On-Prem, by browsing to the Admin Workplace, and selecting Settings > Syslog.
3. Enable the configuration by adding the IP address or hostname of the Syslog server, tick the Enable Remote Logging checkbox, then click Save.
4. Perform some actions to generate a syslog message;  perform a synchronization, delete accounts or users, etc.
5. SSM On-Prem will not send any syslog messages until a reboot is issued.
