Description (partial)

Symptom:
When dot1 preserve is set 
and dscp/cos map translation is disable, single chip spine (non modular) will mistreat traffic received with outer Cos 6 from IPN/ISN. 
It will be classifies as traceroute and dropped.

Conditions:
.dot1p  preserve must be configured and dscp/cos translation map disable. 
Issue seen only in single chip spine (non modular)
