Release-note

Symptom:
Local protection LSP attribute is reset to default value (1 for SR policies, 0 for RSVP-TE tunnel) after moving LSP delegation to other PCE in PCE pair (two PCEs connected with sibling channel for PCE high availability feature)

Conditions:
- PCE enabled - any configuration in 'pce' submode
- PCE HA feature enabled - any configuration under "pce rest sibling ..." (until 7.2.1) or "pce api sibling" (7.2.1 and later)
- at least one PCE initiated LSP (applicable to SR policies and RSVP-TE tunnels)
- local protection value modified to non-default value (disabled for SR policy or enabled FRR for RSVP-TE tunnel)
