Description (partial)

Symptom:
When ever an E-BGP session is shutdown on the Border Leaf.
We noticed L2 flood is taken into affect on  BD. which is a L3VNI in the VXLAN Fabric.
This is due to wrong RMAC learned

Conditions:
Need to perform a Shutdown operation of the EBGP peer from Border Leaf towards the external router.
