Description (partial)

Symptom:
When a Cisco DNA Center user changes the site of a building, that building will still hold the inherited IP address pools from the original site. The expectation is that when a building is changed to a different site, the previously inherited pools should be removed.

Conditions:
Cisco DNA Center 1.3.x, one building, two different sites, each reserving different IP address pools.
