Description (partial)

Symptom:
When POE device is connected to cat 3560CX, we have a loop in the Mgig interface itself, which causing any packet (like Spanning tree, CDP and DHCP) to be looped within the interface, and not reaching the connected device.

Following error is observed :
Apr  9 12:07:31.652: %ETHCNTR-3-LOOP_BACK_DETECTED: Loop-back detected

This eventually blocks the end device to receive any POE from the switch

Conditions:
Switch running 15.2(7)E2 or 15.2(6)E2
