Cisco Bug: CSCvt93560 - Jabber delays sending UpdateCapabilities CAST message on originating side causing video flapping

Description (partial)

Symptom:
When Jabber for Windows is used in Desk Phone Control mode it does not identify that it's controlling phone A originating the call and delays sending CAST UpdateCapabilities message.
As a result both Jabber clients (on Phone A side - originating the call and Phone B side - terminating the call) are delaying UpdateCapabilities message for 1000ms
This leads to the video stream flapping at 3-5th second at the beginning of a video call between due to additional re-Invite in combination with threaded architecture of the phone FW and race condition b/w threads.

Conditions:
- Jabber for windows is used in Desk Phone Control mode
- Jabber is controlling CP-88XX IP phones
- Call is made from IP Phone (not from Jabber client)
