Description (partial)

From Maintenance -> VM Information.  Each of the three orchestrator instances returns the following when 'view logs' is selected:

{"status":"service_unavailable","error":"Failed to open TCP connection to localhost:8889 (Connection refused - connect(2) for \"localhost\" port 8889)"}

Issue is consistent in 3.1.1.x , 3.3.x
