Description (partial)

Symptom:
If any node is at or above 95% disk usage, install apply reload results in a failure of that node to boot.
Thus, if this node is the active RP and the hardware is dual-RP, this will result in an RP failover and the original active RP going into "SHUT DOWN" state.
If the node in question is the active RP and the router is single-RP, it will fail to boot and will require a reimage.
If the node in question is not the active RP, then this node will remain in "SHUT DOWN" state following the reload.

Conditions:
Disk space usage must be at or above 95%.
