Cisco Bug: CSCvt91154 - ssh_clear_all_messages causes ISR4K to crash

Description (partial)

Symptom:
After changing the ip ssh window-size 65536 on an ISR4K the device crashed. 

On the crashfile there will be several CPUHOG messages for the SSH process:

CPUHOG: Task ran for (2242)msecs, more than (2000)msecs (47/47),process = SSH Process.
-Traceback= 1#1bf54aabae899bd9b01e49516289a220  :5608AAD57000+59640A7

There will be a crb_linux_iosd_crankshaft-universalk9 core file. The generated core file shows that device have crashed due to called Watchdog. However, CPUHOG traceback decode will show ssh_clear_all_messages being called before the crash.
