Description (partial)

Symptom:
We were using "ip name-server" to allow router to resolve Domains however the DNS query was NOT using as the Source IP the outgoing interface but any other interface in UP state.

Conditions:
This issue was reproduced on lab using C1101-4P, ISR4351, ISR4451, using IOS Version 16.9.4 and 17.1.1.

Configuration  used: ip name-server (server IP)
