Description (partial)

Symptom:
EIGRP SAF (or ipv4 OTP) multi-hop adjacency is failed to establish peering

Conditions:
1. EIGRP multi-hop neighbor is configured (explicitly with OTP or implicitly with iWAN) 
2. inter-VRF leaking is configured on the device
3. EIGRP packet arrives on one VRF and RIB points to another "recipient" VRF (interface Loopback)
