Description (partial)

Symptom:
tomcat restart starts stopped uds service while serviceability page shows the status as "Not Running"

When UDS service is stopped, and if the tomcat restarts ,then that service is getting started.
But the status of that service is showing as "Not Running", even though the service is running backgroud.

Conditions:
tomcat restart after stopping uds service
