Description (partial)

Symptom:
When disjoint paths are used, one of the PCC may receive transiently a non disjoint path

Conditions:
Problem happens under the following conditions:
- Disjointness computation
- two PCEs are used with a state-sync channel
- both head-ends delegate their LSP to the computing PCE
- one PCEP session fails between a PCC and the computing PCE
