Description (partial)

Symptom:
When viewing Access Contracts, the View Access Contract side panel may show the wrong name and description.

The user can view access contracts (trigger display of the View Access Contract side panel) by clicking on the name (link) of the Access Contract in the list of contracts on the Access Contract page.

This problem is seen when the following specific steps are taken:
1. click on the name/link for contract A (triggers display of side panel to view contract A details)
2. do NOT dismiss the side panel (do not click on Cancel or the [x] at upper right
3. click on the name/link in the list (visible underneath the side panel on the left hand side) for a DIFFERENT contract B

Side panel will be displayed with the correct contract rules for contract B, BUT will display name and description for contract A. NOTE: at this point, if the user select EDIT, he can make changes in the side panel, but the SAVE button will not activate, the changes cannot be saved.

This problem is NOT seen if the user DISMISSES the View Access Contract side panel before attempting to view details for another contract
