Description (partial)

Symptom:
Individual packets that otherwise conform to storm-control criteria may be discarded by the switch when aggressive storm control values are used (less than 1%)

This may impact protocols like DHCP or routing protocol hellos where we expect a single large broadcast or multicast packet to be processed locally by the switch as part of normal protocol operation.

Conditions:
Seen on cat9k products running any software where the packet that is being discarded ingresses on an interface configured with a storm control value of less than 1%.
