Symptom:
on outbreak quarantine there should be a tick box for additional actions to apply on released (on retention release) messages so admin will be able to redirect released emails to spam quarantine , by adding X-Ironport-Quarantine header for released messages .   
When a storm of phishing mail comes in today the outbreak filter stops the email for a while. But if the asyncos does not get an update within the time frame (retention period ) that it is phishing it releases them mail. The mail is then released directly into the users inbox. This can lead to users clicking on links in the email and giving away password, credit card numbers or getting infected with a virus.
So emails should be to send it to the user spam quarantine after message are being released from outbreak quarantine and give the user a heads up that this email probably is not okay.
