Description (partial)

Symptom:
When using host-based routing (/32 host route for an endpoint advertised to an L3Out) and the border leaf node loses all of its adjacency, the border leaf node keeps the /32 host route and still advertises the route to the routing protocol for about 15 minutes. This can cause a blackhole of traffic from external routes to the /32 host routes.

Conditions:
This issue occurs when using host-based routing (/32 host route for an endpoint advertised to an L3Out) and the border leaf node loses all of its adjacency.
