Description (partial)

Symptom:
While creating a new VLAN, the interface-vlan process of a Nexus 7000 or 7700 device may unexpectedly crash.

Conditions:
1. Nexus 7000 or 7700 platform
2. SNMP has been used to previously control the operational state (admin up/down) of SVIs
3. Some aforementioned SVIs have been deleted via the "no interface Vlanx" configuration command
