Release-note

Symptom:
NCS540 boxes shipped with 711 image will see install failures when 702 is installed. The FIA ASIC initialisation will  fail and router will go for double reload during install.

Following error is seen on console 
%FABRIC-FIA_DRVR-3-ASIC_INIT_FAILURE : [3488] : Asic Initialization failed due to:soc reset init  failed, device 0 with error 0x0(Success)

Conditions:
Boot 711 image on a fresh NCS540 box and later install 7.0.2 or 6.3.3 release. Double reloads will be seen on install and router will fallback to 711 image.
