Description (partial)

Symptom:
Did not receive password reset email, since the user language ID is set to 2 by importing the user.

User language set to en-uk.

Conditions:
In both GSB and Primary clusters, the user language ID is set to 2 by importing.

The language can be set, but not with en-uk.
