Description (partial)

Symptom:
88xx hold the parked call because of callparkmonitor feature.

when user set busytriggger == 1, the line can't launch a call anymore.

Conditions:
78xx call park behavior: Park the call, the call is parked[call ended], prompt user a toast and present parked_destination_number.
88xx call behavior: Park the call, the call is parked[call not ended, this is new feature: park monitor], parked_destination_number will be present with call bubble.
