Description (partial)

Symptom:
With "storm-control unknown-unicast level 1m bps" configured on a physical interface, it was observed that pinging local loopback addresses or other local interfaces sourced from local interfaces resulted in high ICMP packet loss.

Conditions:
Observed on C9606R, running 16.12.1. With "storm-control unknown-unicast level bps 1m" configured on a physical interface (FortyGigabit1/0/1 in this case), pinging local loopback interfaces (sourced locally) results in considerable ICMP packet loss.
