Description (partial)

Symptom:
"show vrf" on a leaf shows that a particular vrf does not get deployed when a certain set of conditions are followed.

An F1183 fault saying "vrf configuration failure" is continually seen for the vrf VNID that is failing to deploy.

Conditions:
The issue has been recreated in the following scenario:
1. Configure a bridge domain within a tenant vrf. On a particular leaf this BD should be the only BD within that BD so that it controls the deployment of the vrf to that leaf.
2. Change the BD from the tenant vrf to the common:default vrf.
3. Change the BD back to the tenant vrf.

Running "show vrf" at this point will show that the vrf does not get deployed to the leaf.
