Description (partial)

Symptom:
The messages log file fills with ipproxy logs about services that fail to bind to listeners, similar to the following:

ipproxy:ipproxy [ERROR] Unable to bind to port 5672: Address already in use
ipproxy:ipproxy [WARN] Service bonfire failed to listen on TCP socket

Services mentioned in the logs caused by this issue may include bonfire, syslog and rabbitmq.

Conditions:
FMC HA in use. HA was broken at some time with devices assigned to former secondary and later HA is established again.

This scenario can happen if any of the FMCs was replaced or reimaged. The symptoms may not happen right after the replacement/reimage.
