Description (partial)

Issue Description:
1. Enable all necessary configurations for Self-Provisioning in Unified CM
2. Install the Japanese locale in Unified CM
3. Navigate to User Management -  Self-Provisioning and under IVR Settings move Japanese from Available language list to Selected language list and save the changes
4. From any IP Phone, dial the Self-Provision number
5. Immediately after dialing, listen to the IVR prompt
6. The prompt says for English Press 1 and again as for English press 2 instead of for Japanese press 2

Actual Behavior:
The IVR prompt for Self-Provisioning says the user to press both 1 and 2 for the same Language, English

Expected Behavior:
It is expected to hear the IVR as, for English press 1 and for Japanese press 2
