Description (partial)

Symptom:
AP blocks ARP Request coming from associated client towards another associated client. Hence, these clients associated to the same AP cannot communicate each other.

Conditions:
Following conditions should meet simultaneously.

- WLC is Catalyst9800 series (-40/-80/-CL)
- IOS-XE version 16.11.1c and 16.12.3 has been confirmed to have this problem. 17.1 or later are not tested at this time.
- AP runs AP-COS. On the other hand, IOS AP such as AP3702 does not see this problem.
- WLAN is local switching
- Flex profile dose not have arp-caching enabled
- Access policy in Policy profile maps VLAN to AP native VLAN (used by CAPWAP).
