Description (partial)

Symptom:
The slot 0 of a 2802E without DART connector is being assigned to 5GHz by FRA. This should not happen:

"Dual 5 GHz is not supported until the XOR radio detects the insertion of a Smart antenna or Smart antenna to RP-TNC adapter. "

- Slot 0 of AP has  Administrative State as "ADMIN_ENABLED" but Operation State as "DOWN"

Conditions:
2802E slot 0 is admin enabled but operation status down.
2802E does not have DART connector.
FRA is enabled.

Command " show ap config slot 0 <AP Name>" shows the following:
