Cisco Bug: CSCvt76871 - FMC activates CiscoTAC-1 profile and it tries to sync with CSSM instead of Satellite Server

Description (partial)

FMC is trying to connect to CSSM instead of satellite server, ignoring the settings on UI to use the satellite server.

In this particular case, the sequence of events was:
1.  FMC was initially registered with CCSM and smart licensing was working fine (26th Aug ' 19).
2. After initial registration first communication failure with CSSM was observed on 27th Aug 
3.  FMC was not able to communicate with CSSM for long time because of which auth certificate cannot be renewed on FMC.
4.  Smart licensing agent went into unregistered state(this is expected) and license authorization went into evaluation mode(this was not an expected state) 
5.  Customer tried to use satellite server to register FMC.
6.  Registration through satellite is failing because call home is trying to contact CSSM URL rather than configured satellite server.
