Description (partial)

Symptom:
Service profile bulk import fails to import all records. The Job will stuck in processing until we restart the BPS service.

Conditions:
When the CSV file (.tar) contains 50+ service profile entries.
Bug details contain sensitive information and therefore require a Cisco.com account to be viewed.
