Description (partial)

Symptom:
External calls fail 
External transfers fail

In the logs, you will see that calls are made to numbers containing non-dialable characters (aka are dialed out as they are formatted in the contact directory)

Conditions:
When any of the following external dial plan options are configured in CUAC:
* External Access Number
* External International Access Number
* External Area Code

AND 

Contact telephone numbers contain non-dialable characters (items such as spaces, parenthesis, dashes, etc)
