Release-note

Symptom:
User name contains special characters are accepted in commit. However, user cannot login. Those username should be rejected.

Conditions:
Special characters being used in username config.

As per Section "27.1.1.3 Reserved Characters" of Cisco IOS XR Programmer's Guide (http://wwwin-enged.cisco.com/doc/iosxr/pg/) the reserved characters shouldn't be used for configuration.
