Description (partial)

Symptom:
PAgP Dual-Active-Detection is configured on both Stack members at the moment to bring up the SVL
Stack-Merge is not taking place. It is not necessary that the links should be up.

Conditions:
+ Dual active detection enabled message is sent when trust mode is enabled pagp links. It is not necessary that the links should be up.

+ However the port-channel links need to be up for DAD to kick-in and put one of the switches to recovery mode.

+ The following log message is seen when the SVL comes up. 

%STACKMGR-1-STACK_MERGE_IGNORE: Chassis 2 R0/0: stack_mgr: Stack Merge Ignored Stack Merge Ignored
