Description (partial)

Brand new AP without any configuration gets the 9800 WLC IP via DHCP opt. 43, this is part of a mobility group with 
a second 9800 that has configured a different mobility group name than the first 9800. 

The second 9800 is a guest-anchor and does not have any APs joined. 

If the new AP discovers the first 9800 it  gets back the IP of the second 9800 and sends a discovery message to the second 9800.
The AP chooses now the WLC with the least APs which is the guest anchor (second c9800).
