Description (partial)

Symptom:
BGP process exception and restart after reconfiguring a set with malformed remarks(described under conditions) that is passed as a parameter to a route-policy already attached to an attach point.

This log is for reconfiguring a community set, that is already attached via a route-policy-
bgp[1066]:  Failed to build Community comparator: No detail ('BGP-policy' detected the 'warning' condition 'Invalid information in parameter list')

Conditions:
When the below conditions are satisfied, this issue surfaces:
1. route-policy accepts set as a parameter
2. route-policy already attached to an attach point.
3. set is updated with remarks as follows -
When a "remark" is followed by a "comma" and another "remark". 
For example,

community-set com
  #remark1
, 
  #remark2,
  #remark3
1:2,
  #remark4
2:3
end-set

#remark1 , #remark2 - This is the cause for the process exception and restart.
