Conditions:

1. Source BGP speaker leaking the route should have both IPv4 unicast and IPv4 labeled-unicast AFI/SAFI in one session.
2. next-hop self|unchanged should be present in both neighbor section and outgoing route-policy.
3. advertise local-labeled-route safi-unicast disable should be enabled.
