Description (partial)

Symptom:
After creating an SVI, all of the IPv6 routes with the next hop in that SVI (including host routes and the route to the SVI's own address) will show an incorrect interface in "show ipv6 route ...". The interface shown in the output might have been disabled or deleted previously.

This doesn't affect IPv4.

Example:

2a00:1:2:10:::10/128, ubest/mbest: 1/0, attached
    *via 2a00:1:2:10:::10, Vlan10, [190/0], 00:26:24, hmm

interface Vlan20
  ipv6 address 2a00:1:2:10:::10/64

Conditions:
The problem happens extremely rarely after deleting a subset of SVIs, and then creating new ones.
