Symptom:
Ingress traffic received through a 400g interface on a A9K-8HG-FLEX or A9K-20HG-FLEX linecard is dropped.

Conditions:
This problem only occurs after an NP hard reset is executing on the NP mapped to the 400 interface.   Most NP hard resets do not cause the problem, the issue is only seen after these types:

o Lightspeed microcode SMU activation
o Hard reset manually initiated using the linecard CLI command
