Description (partial)

Symptom:
VXML server is unable to connect to primary/backup Call Server which is configured in OAMP

Currently, the Vxml server is using a new TCP socket to send CALL_NEW/REQ_ICM_LABEL to the call server post CVP 11.5. IP-Address of call server is determined from the CALL_NEW message or its local IP. So VXMLServer does not use configured primary/backup call servers for vxml server for these messages.

Upgrading the CVP 11.5 prior
