Description (partial)

Symptom:
For the following setup (using customized native vlan, vlan4 in this example):

C9500 -- Twe1/0/1 -- Te2/0/1 -- C9300

C9300 (original STP root)

spanning-tree vlan 4 priority 24576 OR spanning-tree vlan 4 root primary <---- forcing it to be the new STP root

The previous combination will cause "P2p Dispute" for the native vlan only. As we're forcing C9500 to be the new root for native vlan4, C9300 will need to process received superior BPDUs which is not happening as expected hence triggering the "P2p Dispute" condition.

Conditions:
Using non default native vlan
Cat9K running 16.12.3
For the "P2p Dispute" to be triggered, the Cat9K switch running 16.12.3 is not the STP root for native vlan.
