Delete and Recreate Dial Number fails in particular sequence

As part of PCS configuration , we were trying to delete the existing DN with RoutingType "ExternalVoice" and recreate with Routing Type "PostCallSurvey" . In the following sequence , recreation fails always 

1) Delete the Dial Number on CCE admin
2) Do not Delete the Dial Number from Deleted Objects (We forgot to do this)
3) Recreate the Dial Number on CCE admin 

After Step3 , DN creation fails with Datasource busy error . The reason is we have the reference in deleted object still .

4) delete the DN from deleted objects and retry creating the DN 

After Step4 , unable to create DN with "Server temporarily" busy error . Even Tomcat restart didnt help , We ended up restarting the VM to fix this (Looks like Distributor and Tomcat needs a restart to get out of thie condition)

Please Note ,  This is a negative case , in case in step 2 user deletes the DN from deleted Objects then recreation is successful .
